Marks Three Years with Strong Momentum for Renewables

Last updated: December 2025

To mark the third anniversary of the REPowerEU Plan, the European Commission has published an assessment highlighting the key role of renewable energy in transforming the EU’s energy system.

Almost Half of EU Electricity Is Now Renewable

According to the data presented, 47% of the European Union’s electricity currently comes from renewable sources. This growth has been supported by a significant increase in installed wind and solar capacity, which has risen by 58% cumulatively between 2021 and 2024.Thanks to this expansion, an estimated 38 billion cubic meters (bcm) of gas have been saved over the past three years. Moreover, renewable capacity is expected to grow by an additional 16% in 2025, potentially replacing a further 16 bcm of gas.

More Investment and Faster Procedures

In its evaluation, titled “REPowerEU – 3 years later,” the Commission highlights streamlined permitting procedures and increased investment as key drivers toward achieving the EU’s goal of reaching 42.5% to 45% renewables in its energy mix by 2030.

Sharp Decline in Fossil Fuel Imports

A cornerstone of the plan has been the gradual phase-out of fossil fuels. According to the report, imports of Russian gas decreased from 150 bcm in 2021 to 52 bcm in 2024, reducing its share in the EU’s supply from 45% to 19%.Imports of Russian crude oil also fell dramatically—from 27% to 3%—and coal imports dropped to zero.

Greater Efficiency and a New Roadmap

Alongside boosting renewable generation, the EU has updated its energy efficiency rules. Member States have agreed to reduce their energy consumption by an additional 11.7% by 2030, with incentives to improve building efficiency and support from EU funding.

The Commission’s report also announces the forthcoming publication of a new REPowerEU Roadmap, which will include legislative measures starting in June to gradually and jointly eliminate remaining imports of gas, oil, and nuclear energy from Russia.
